[RICHED20] Sync to Wine-6.10 (#7713)

* Restore cherry picked commit limiting tab stops in para.c
* Add 'remove_definitions(-D_CRT_NON_CONFORMING_SWPRINTFS)' to CMakeFiles.txt.
Restore para.c to standard conforming 'swprintf'.
